Being a good fighter does require bulk (not the same as tone), because fighters need that mass behind them, and mass most efficiently comes from muscle (some go the extra distance of adding fat). Technique alone will put you over the average person of similar body size/frame, but beyond that size and strength really does begin to matter. I don't mean that they need to be distorted body builders or whatever, but well-trained muscles are very important, and very visible.
But that doesn't really matter when it comes to TV, where they can get away with almost everything provided that they do a good job.
