Well, originally it was prob going to be finished in s3; when the strike hit they made it so the season COULD be tied up with the Lilith ep, then the strike ended and they now have the opportunity to finish the deal arc. Or something to that effect. I'm mostly just guessing, though; I haven't read an interview for awhile.
